Third Party Processors (TPPs)

As part of the SNAP Online program, Third Party Processors (TPPs) offer the secure PIN-entry solution that enables acceptance of EBT card payments online. TPPs are commercial entities contracted by merchants and/or eCommerce platforms to route transactions for approval by the EBT card issuer. TPPs also manage settlement of payments to retailers.

The three TPP’s listed below are the current TPPs offering a secure online PIN solution approved by FNS for use with online EBT.

  • Fiserv/PaySecure (Fiserv.com)
  • FIS/WorldPay (worldpay.com)
  • Forage (joinforage.com)

FNS is supportive of other companies and alternative secure PIN encryption solutions for SNAP online purchasing. If a retailer chooses to work with another TPP for SNAP Online, FNS will require confirmation once that TPP has been certified to the Issuer. At that point, the retail firm will then certify to their selected TPP for online EBT. Once complete, the retail firm must provide documentation of TPP certification to FNS. SNAP Online retailers who are using an eCommerce provider for their website will also use the TPP (or TPPs) selected by the eCommerce provider for their secure PIN-entry solution.

SNAP Online retailers who design and maintain their own eCommerce websites and will directly integrate with a secure online PIN provider will need to choose a TPP.
